We came to Otaru for snowboarding and we stayed here as it's within 25min drive to Sapporo Kokusai Ski Resort.
It's around 20min ride to Otaru JR station if going by IC, so distance it's not that bad but you will definitely need a car if you need to go out because there isn't much around the pension.
The room is spacious with 2 single beds so we have plenty of space to put our snowboard gears, it's a bit old though but you get what you pay.
The heater and shower work well. Room makeup was actually done everyday which I didn't expect.

Easy check in but we are not told that we can use the hot spring bath next door.
Difficult to locate
No lift access. Room not clean and it stink.

Advantages: The natural environment is good, surrounded by green waters and mountains, the air is fresh, and you can see the stars in the sky at night.
Disadvantages: It is far from the city, and there is only one large hotel nearby that can provide catering services. There is no hairdryer or kettle for boiling water in the room (the hairdryer is shared at the front desk, and there is a shared drinking fountain providing boiled water in the corridor). There is no table in the room, so it is inconvenient to put things. The room type provided is different from what Ctrip describes (no sofa).
