I've compiled a list of 10 restaurants that I personally tested and found to be safe bets. Not eating at these places would be a wasted trip! Fengling Pavilion is a must-try! Longjuxiang Shaomai Restaurant is also super popular. The Gulou branch always has a queue. If you don't want to wait, go to one of the other branches; the taste is the same! The mutton shaomai and three-color shaomai are must-orders. The mutton filling isn't gamey at all, it's incredibly tender.
