We booked a day trip to Otaru on January 26th. There were only three of us. The highway was closed, so our driver forced his way through, driving for four hours to reach the aquarium. The penguins there were so much more lively than those in Asahikawa! The main street was deserted, the canal was empty, and there was no queue at Tenguyama. The majority of our group was stopped by the JR train… We were supposed to stay in Otaru, but worried about not being able to get back, we asked the driver to take us back to Sapporo. We arrived in two hours, much to our delight.
