I bought a cheap one, but it didn't work even after setting up the VPN, so I gave up and bought another one. After installing the SIM card and turning data off and on, it worked right away. It worked fine when crossing the border between Albania and Macedonia.

When I first bought it, I saw no reviews about whether it was useful in Kosovo. This time, I actually started from Bosnia and Herzegovina, then went to Montenegro, Albania, North Macedonia, Kosovo, Greece and finally ended up in Bulgaria.
