Pullman properties in Sao Paulo

I don’t know why this hotel has such a high rating on Ctrip. The hardware facilities are equivalent to ordinary business hotels in China. It is not very comfortable and the surrounding environment is not very safe. I don’t know that the star rating of hotels in Sao Paulo is lower than that in China. What's the reason? I'm not happy anyway~
