[Otaru City] Shukutsu Panorama Observatory

This is the best spot in Otaru with a spectacular view, located on the way to the resort hotel Neuschloss Otaru, which is in a great location. There is also a place that is directly accessible from the Otaru Aquarium, so if you are in the area, be sure to visit it as well. It seems that they don't come here much these days, but the reef, commonly known as "Todo Rock," is literally famous for the sea lions that come here at certain times of the year. [Access] A 10-minute walk from the Otaru Aquarium. There is space to park a few cars at the observation deck.
