This water villa was built in 1912 by Li Shenxi, a returned overseas Chinese from Daliang Village, and his two elder brothers. The water building is not only the only European-style attic building in Bobai, but also the cradle of cultural enlightenment - the birthplace of "Kaiguo School", which nurtured a generation of talents such as Wang Li. Yulin Bobai County Dapingpo Water Building, built in 1912, is said to be built on water to resist the plague. The owner of the building, Li Shenxi, was a scholar in the late Qing Dynasty. He founded a new school and served as the principal in this building. At that time, there was a young man named Wang Li who taught here. Although he only graduated from elementary school, he was very studious and knowledgeable. Li Shenxi found that he was a talent and sponsored him to study in Shanghai. Wang Li entered Shanghai South University in 1924, entered Tsinghua University Institute of Chinese Studies in 1926, studied at the University of Paris in France in 1927, and later became a famous linguist in China, one of the founders of modern linguistics in China.

Dapingpo Shuilou is one of the main attractions and key cultural relics protection units in Bobai County. It is located in Dapingpo Village, Daliang Village, about 4 kilometers southeast of Bobai County. The main building is all built in the water and has a history of more than 100 years. The Shuilou is a British-style villa loft building, which is simple in shape and beautiful. There is a five-meter-wide river protection around it, divided into four floors. The bottom floor is mostly immersed in water, from the outside to the inside are arches, corridors, and inner rooms; the second and third floors are similar to the first floor, each with five rooms, which are the main part of the Shuilou; there are long corridors around, and there are 11 arches in the north and south of the corridor, and there are five in the east and west; the fourth floor is a decorative gate building, standing in the middle of the roof, with a platform cap emblem, and three rooms.
