The family baths are often full, so I went to "Yume Sansui" which has 16 family baths. It costs 2,000 yen for 60 minutes. There is only a changing room and a bathroom, no rest area. The water comes out when you put in a coin, so you can use fresh water every time. I chose the "hollowed-out rock bath" which I was told was relatively large, but I think the tub is big enough for about two people to relax.
