Once the practical problems are solved, they will satisfy their ideals, fantasies, and imaginations. The latter is the most important condition for the emergence of romantic culture. Because Emperor Wen and Emperor Jing preferred to do less, the people had enough food and clothing, which was an extremely rare era for the general public.
