There's a small exchange room near the Yaesu Exit of Tokyo Station; it's a bit hard to find, but the exchange process is smooth. It's with JR East, not Tokai; make sure you get the company right. A round trip to Aomori will break even, and you can then go to smaller towns like Hachinohe and Morioka. You can also ride the JR trains freely throughout Tokyo.
