This temple was built by King Tilokarat of the Lanna Kingdom in Chiang Mai, who ordered Phraya Yuthithira, the Lord of Phayao, around 2019-2029, which is likely to have created an ancient community during that time. Later, in 2482, the Fisheries Department built a floodgate in Kwan Phayao to store water, which eventually caused many temples to be submerged, including Wat Tilokaram, which was submerged in Kwan Phayao for more than 68 years.
