Kwan Phayao is located in Mueang Phayao District, Phayao Province. It is the largest freshwater lake in the North. The word "Kwan" in the local language means "lake". It is located in the center of Phayao City with a mountain range as a backdrop. It is formed from water flowing from 18 streams. In the past, Kwan Phayao was a river plain with the Ing River flowing through it, meandering and stretching all the way from the north to the edge of the lake in the southeast. There are also many small ponds and many canals flowing down from Doi Luang Mountain and connecting to each other.
